Post created by Isaac Brudo under the charge of Joseph Andre in Saffi. The post started in June 1899 and operated until the end of 1899. According to 'Local Postage Stamps 1945' by LN & M with it 'some mystery attached to these stamps' as experts believe most were perf 11½ from a separate printing. The well known authority M. Hofsletter states that he has seen only 6 copies of perf. 13 in 10 years'. Postmark 24 Dec 1899.
